Support System 01
National Employment Support Program
This is a government-funded program designed to provide comprehensive employment support services and financial aid to job seekers who are willing and able to work but are struggling to find employment. It aims to promote active job searching and support livelihood stability.
01Training Eligibility
Type I
- Eligibility Based
- Age: 15–69 years
- Income: 60% or less of the median income
- Assets: Total household assets under 400 million KRW (under 500 million KRW for youth aged 15–34)
- Employment Experience: 100 days or more, or over 800 hours
- Selective (Economically Inactive)
- Age: 15–69 years
- Income: 60% or less of the median income
- Assets: Total household assets under 400 million KRW
- Employment Experience: Less than 100 days or 800 hours
- Selective (Youth Special Case)
- Age: 15–34 years
- Income: 120% or less of the median income
- Assets: Total household assets under 400 million KRW
- Employment Experience: Not required
Type II
- Specific Groups / Youth (15–34 years) / Middle-aged (35–69 years)
- Income: 100% or less of the median income for middle-aged applicants (no income requirement for specific groups and youth)
- Assets: Not applicable
- Employment Experience: Not required

National Tomorrow Learning Card
Regardless of employment status—unemployed, employed, or self-employed—this program provides financial support for training through the National Tomorrow Learning Card. It is a system that comprehensively manages your vocational training history.
01Eligibility
All Korean citizens seeking vocational training
* However, the following are excluded: government employees, private school faculty, students (except those graduating soon), self-employed individuals with annual sales over 150 million KRW, large company employees earning over 3 million KRW/month (under age 45), special employment types, and individuals over age 75.02Support Details
National Tomorrow Learning Card – Support Details Eligible Recipients Training Fee Support Rate National Tomorrow Learning Card Holders Support for 45–85% of training fees, up to a maximum of 3 million KRW Employment Success Package Type 1 Support for 50–85% of training fees, up to a maximum of 5 million KRW Employment Success Package Type 2 Support for 80–100% of training fees, up to a maximum of 3 million KRW
* Any amount exceeding the support limit must be paid by the individual.
* The card is valid for 5 years from the date of issuance.
